The scale of the problem, in 2020, the State Bank of Pakistan published a report estimating Pakistan's total housing deficit to be 10.3 million units. According to the report, Pakistan's urban housing shortage was 3.4 million housing units, while rural housing shortage was over 7 million housing units. The World Bank states Pakistan needs 10 million Houses, using data from the Pakistan Household Integrated Economic Survey (HIES) 2018-19, the Residual Expenditure Method (REM) was used to estimate housing un-affordability for households in urban parts of the country. The findings suggest that approximately 25 percent of households are unable to cover their basic food and non-food, non-housing expenses after accounting for housing costs, with the poorest segment facing the highest affordability challenge (94 percent). Craneshaw Team identified a gap in the market, this gap created a huge opportunity for Craneshaw to help and support Pakistan Housing Shortage by developing a strategy that can create a viable business that will resolve to some extent the housing crisis in Pakistan. This strategy will allow working class people to buy and own property at affordable prices. Craneshaw has now presented a Project to build one million affordable housing units in Pakistan. We will work with major and global leaders in pre-fabricated housing manufacturers in China.
The need for subsidized housing has long been recognized. The cost of private sector housing of acceptable standards, compared with the level and distribution of incomes and assets, means numerous households lack the means to make demand for decent housing effective in the market. Without subsidized housing, these households may fail to obtain housing of a decent standard. The UN says where major development includes the provision of housing, at least 18% of the housing provided should be for affordable home ownership, subject to some exceptions. There is no minimum level of provision of affordable rented housing – this is for local planning authorities to determine. There is no all-encompassing statutory definition of affordable housing in Pakistan. Indeed, there is a good deal of ambiguity in the way the term affordable is used in relation to housing. Aside from covering housing provided with public subsidy, it is used in a general way to describe housing of any tenure that is judged to be affordable to a particular household or group by analysis of housing costs, income levels and other factors. Housing backlog, being a global commonality, is the biggest outcome of continued urbanization. Land, infrastructure, finance, administrative bodies, real estate markets and most importantly role of government are most significant factors in this regard, and the tool through which the Governments intervene is usually known as housing guideline or housing policy. It is estimated that 30% to 40% urban dwellers of the developing countries are living in poverty and cannot afford adequate housing.
Formation of a concrete housing policy is one inevitable step that needs to be taken if a government aspires to improve the housing conditions in the country. A good housing policy orients the scattered efforts of government towards a pre-determined target output. Land supply, infrastructure, housing norms, rural housing, urban poor, slums and squatters, housing finance, role of government, private sector and community, management f housing stock, disadvantaged groups and fiscal and legal framework are the most important elements which must be considered while developing a housing policy.

To encourage the private sector to come forward and invest in the housing sector. 5. To regularize housing markets in a way that it offers a variety of affordable housing solutions which satisfy the needs of all income groups. 6. To spread awareness regarding the significance of effectively planning and use of latest technology and materials in construction. 7. To improve land record system and legal framework to facilitate the citizen
